When should I clear my web browser cache?

Solution
It's always a good idea to clear your cache if you feel that a website isn't working normally, since temporary files can cause numerous discrepancies. You should consider clearing your browser's cache for any of the following reasons:
- Page not loading
- Page giving error message
- Page is taking an unusually long time to load
- Page loads but is not functioning as expected
- Page loads but does not look normal or load all assets
- New features do not show up on page
After you clear your cache, log out of the website completely if you have not already done so, and then log back in.
